Abstract
Health economics is centrally concerned with efficiency; the allocation of scarce health resources to achieve maximum value. Increasingly health economists are also looking to better understand the distribution of this value. This includes examining issues such as who gains at whose expense, measuring inequities in health care access, utilisation, and outcomes, as well as assessing how economic tools – like incentives to change behaviour – can help address inequities.
