Abstract
Legal observers uphold the fundamental rights to freedom of expression, assembly and association, and ensure the policing of protest occurs within the strict parameters of the law and States’ human rights obligations. They independently monitor policing of protest by taking notes, photos and videos and documenting what they witness. Legal observers focus on the protest rights of those involved, rather than the issue that is being protested. They act to promote accountability for human rights violations perpetrated by police at protests. This guide serves to equip members of the Irish Network of Legal Observers with relevant knowledge and skills to successfully carry out their role.
